If you have a valid foreign driver’s license with other required documents, you may convert it into a Chinese full driver’s license with the corresponding type of vehicle(s) as listed on your foreign driver’s license by passing the relevant test(s). According to the legislation, ‘International Driving Permit’ is not accepted for the conversion.
Testing
After the acceptance of the application, the applicant may reserve a time for the theory test. If applying to drive large-size passenger vehicles, tractor, mid-size passenger vehicles, mid or large-size freight vehicles, the applicant also need to book a practical test.
The theory test is computerized and available on every week. Question types are T/F and multiple choices. Language versions are available in English, French, German, Russian, Spanish, Japanese and Korean. 100 questions are selected from the question pool, 90 score is the pass mark for the test.
The tests can be re-sat once. If the testee fails the test twice, he/she has to re-apply. The practical test must be reserved 20 days later, within validity period of ‘Driving Test Permit’, any test that was passed serves as the applicant’s current status.
Testee who exhibit inappropriate or fraudulent behavior during the exam process will have his /her qualification nullified and all previous results will be invalidated.

1. Valid ID
For foreign nationals:
A. Passport with a Residence Permit (with a validity of more than 90 days) issued in Beijing, Registration form of Temporary Residence issued by a local police station in Beijing OR
B. Passport with a China Visa (with a permitted stay of more than 90 days) and Registration Form of Temporary Residence issued by a local police station in Beijing (with a validity of more than 90 days) OR
C. Passport with a resident permit issued out of Beijing and Registration Form of Temporary Residence issued by a local police station in Beijing (with a validity of more than 90 days)
For Overseas Chinese residents: Chinese passport and foreign green card
For Hong Kong and Macau residents: Travel pass to the mainland and Registration Form of Temporary Residence issued by a local police station in Beijing (with a validity of more than 90 days)
2. Valid foreign driver’s license
3. Four 1-inch color photos with white background
